Scott Brown Unanimously Appointed Milwaukee County’s New Corporation Counsel
Brown to provide legal guidance and leadership for Milwaukee County elected officials and departments
MILWAUKEE – County Executive David Crowley, County Board Chairwoman Marcelia Nicholson, and the Milwaukee County Board of Supervisors are announcing that Scott Brown has been unanimously appointed Milwaukee County’s new Corporation Counsel, effective immediately.
“Mr. Brown’s diverse background and proven track record in managing complex legal matters make him exceptionally qualified for the position of Corporation Counsel,” said County Executive Crowley. “I am confident that his dedication and expertise will greatly benefit Milwaukee County for years to come.”
“Scott Brown has consistently shown a remarkable commitment to exceeding expectations in his role as Deputy Corporation Counsel. His candor and diligence have been invaluable assets to Milwaukee County, making this vote an easy yes. I am pleased about his unanimous confirmation and look forward to his continued leadership and dedication in this new role,” said Chairwoman Marcelia Nicholson.
Mr. Brown is a dedicated public servant and has been an integral part of the Office of Corporation Counsel since joining Milwaukee County in 2018. He began his tenure as an Assistant Corporation Counsel, served as Deputy Corporation Counsel since 2021, and has been Acting Corporation Counsel since March of this year. In these roles, Mr. Brown has demonstrated exemplary leadership and legal acumen, handling a broad variety of complex civil litigation matters. His advisory role to elected officials and County leaders on intricate legal issues has been invaluable. Additionally, Mr. Brown serves as the primary legal counsel for the County’s contracting, procurement, and other transactional matters.

While serving as Deputy City Attorney for the City of Milwaukee, Brown was the primary counsel to its health department during the COVID-19 crisis and successfully led the legal team defending the City of Milwaukee’s Election Commission in litigation following the 2020 Presidential Election. Mr. Brown also brings extensive experience from the private sector, where he handled multi-million-dollar complex business litigation and financial transactions. His career began with six years as a public defender in the City of Philadelphia, where he represented the city’s indigent population in criminal trials. This experience highlights his commitment to social justice and public service.
