Governor Scott Walker Approves Agency Rule Relating to Entitlement Reform
Allows DCF to move forward with implementation of drug testing requirement
Madison – Governor Scott Walker approved a rule submitted by the Wisconsin Department of Children and Families (DCF), which is another step forward in implementing drug testing of able-bodied adults seeking certain welfare benefits.
“Our 2015-17 State Budget implements common-sense reforms that put in place drug screening, testing, and treatment mechanisms, so we can continue strengthening Wisconsin’s workforce,” said Governor Walker. “Employers across the state frequently tell me they have good-paying jobs available in high-demand fields, but need their workers to be drug-free. These important entitlement reforms will help more people find family-supporting jobs, moving them from government dependence to true independence.”
DCF’s newly-approved rule is the next step in the process as they develop and implement their drug screening and testing for certain able-bodied adults seeking benefits and/or training through Transform Milwaukee, Transitional Jobs, and noncustodial parents in the W-2 program. Under the plan, individuals who test positive for a controlled substance without a prescription would be eligible for a drug treatment plan.
This rule will go into effect on November 9, 2015.

Who exactly are these employers who cannot find drug-free workers? Was it one or two employers only, and how long ago was that? Walker has been repeating that line for years. What are these good-paying jobs in high-demand fields? And where are these family-supporting jobs?
Walker and all politicians talk a good talk but give no real details providing helpful information to the general public about those good-paying high-demand jobs and where they are located.
Once they find out that there are very few drug addicts who are looking for those specific, unnamed, jobs, will they suspend the program or continue wasting our tax dollars on it?
What situation does an able-bodied non-custodial adult have to be in to get on W-2 to begin with? Many years ago, an adult who was capable of working could only get what was considered a loan to keep their home and put food on the table. They had to pay that money back. It was called General Welfare. It even applied to custodial adults who didn’t have a job but were capable of working.
I would also like to know how they will manage the foodshare cards with a photo ID when any person in that family can go buy groceries with the card. Only one person’s photo will be on the card, or will you put the entire family’s photos on the card to prevent confusion? Yet another dumb idea costing tax payers more and growing government even bigger.
Will business owners who receive tax breaks, subsidies and other free stuff from government also be drug tested before receiving their financial assistance? Or, do Republican leaders believe it is only poor people who abuse drugs? WEDC, a creation of Scott Walker, gave free stuff to business owners who made donations to his campaigns. Some of those businesses were not vetted by WEDC before they were given their goody bags. A promise was made by these businesses to create good paying jobs. Often there was no follow-up to ascertain if those jobs were created. Was a photo ID required of WEDC entitlement recipients? Walker promised to create 250,000 good paying jobs in his first term as Governor. Where are those jobs, Governor?
