State St. just about every day at "peak" and well there just aren't many cars. Further, like you said the vast majority of the time you could have a picnic in the street it is so empty. And yeah the Market St. thing is just well unfortunate. It's ridiculous to make the conversion point happen at Market Street. While I don't have traffic counts in front of me, I can't imagine State sees that much congestion, ever. This street is usually vacant, windswept, and lifeless --- much like the photo above would indicate.
